A recent article in the SMH claims that NSW Labor will put the cost of living at the heart of its re-election campaign. Labor promises to ease the impact of surging electricity prices with a $250 rebate on power bills and to restrict increases in public transport fares and government charges.

But despite Ms Keneally's assurances that the Fairness for Families package - worth $913 million over four years - was ''fully costed and fully funded'', the government refused last night to detail its costings or say how it would pay for the measures.

Under the package the NSW energy rebate will be extended to households with a combined annual income of less than $150,000. They will receive a $250 rebate on their electricity or gas bill from July 1, 2012.

The rebate will apply to singles, families and those in de facto relationships as well as single- and dual-income households. The rebate is now available only to Commonwealth Health Card holders, who receive $161 a year. Their rebate will rise to $250 from July 1 this year.
